P2L2 – Kick Off Meeting, Bremen

From Unbenannt13.-15.6.2015, the Kick-Off meeting of the P2L2 (Public Policy Living Lab) project takes place. With Bremen as Lead Partner, the project supports six European regions to improve their innovation strategies in the area of advanced materials. The guiding question of this INTERREG EUROPE project is: how can regions co-operate beyond their own organisational boundaries. The two-fold aim is to increase the individual strength of the different locations and the implementation of their RIS3 strategies.

TDWE_0109he project has a runtime of four years and is coordinated by the Innovation Capability Center of the University Bremen. It strategically supported by the Senator of Economy, Labour and Ports and by the Business Development Agency Bremen (WfB) forming the Bremen regional partnership for the project. Besides the Bremen team, public authorities from Denmark, France, Italy, Lithuania and Poland are members of the consortium. Three objectives are addressed by:

  • Fostering research and innovation for an improved cooperation between EU regions in the field of advanced materials. For Bremen there will be a specific focus on the new technology center EcoMat (Center for Eco-Efficient Materials);
  • Coordinating effective regional development and innovation policies. This also includes the question how double structures can be avoided and a better alignment of different actors can be achieved;
  • Improving the toolset and methodologies for the development and implementation of smart specialization strategies. In this context the project will develop a process oriented model, that will be used for a limited policy mapping of the participating regions. This model is based on the innoSPICE, improvAbility and ProductAbility methodology.

The P2l2 project will be implemented in close co-operation with regional stakeholders from science, economy and governmental organizations. One important stakeholder – among others – is the AIRBUS production facility in Bremen, that will host a part of the P2L2 Kick-Off Event. New materials, advanced manufacturing (and 3D printing) are important enabling technologies e.g. for the Aerospace industry. p2l2-footer

IMG_3068Dr. Michael Boronowsky visited the ILA Berlin Air Show on 2.-3.6.2016. Goal of the visit was to promote the new INTERREG EUROPE project P2L2 (Public Policy Living Lab) and to support our partner cbProcess presenting our commom project cbCert.

This visit was also an excellent opportunity to meet with regional stakeholders (like AIRBUS and AIRBUS DS) and to learn more about the lates trends in Space and Aircraft technologies.

State of Bremen is presenting the new EcoMat center

The federal state of Bremen presented on their own booth the ECOMAT (Center for Eco-Efficient Materials and Technologies). The Innovation Capability Center of the University Bremen supports ECOMAT as methodical partner in the area Organisation / structures / processes. The cbCert project provides a tool for context based knowledge management and certification and the new P2L2 project is a policy oriented project to foster research and innovation in advanced materials:

  • coordinated and effective regional development and innovation policies
  • cooperation between EU regions in the field of advanced materials and Additive Layer Manufacturing (ALM).

Meet the Public Policy Living Lab

The Public Policy Living Lab (P2L2) applies interregional policy learning and exchange of experiences on important aspects of the regional innovation ecosystems, focusing on the field of advanced materials.

P2L2’s main aim is to improve policy instruments by

  • supporting innovation ecosystems of advanced materials;
  • supporting the implementation and evaluation of the Smart specialization strategies (RIS3);
  • coordinating regional policies between sectors to facilitate a real innovation ecosystem beyond administrative regional boundaries.

The project runs from April 2016 to March 2020. During this time partners will have the opportunity to exchange, compare, and learn from each other how to improve their relevant policy instruments. After 2 years of policy learning and exchange, each region will prepare an action plan with the main action to be implemented at the regional level and monitored during the last 2 years.

P2L2 goes beyond traditional ‘good practice sharing’. Results will not only improve policy instruments for increasing growth and innovation rates. The project will also deliver a “limited mapping” tool and add value by aligning S3 strategies within one field – that of advanced materials –  between different regions to identify overlaps, gaps, complementarity and opportunities for European collaboration.

The Participant Regions

Bremen

The State of Bremen (Germany) has several policy tools for fostering research, development, and innovation in regional enterprises. This project focuses on EcoMat – a center for eco-efficient materials & technology that involves actors from industry such as Airbus and research.

Podkarpackie

The Podkarpackie Province is a region with a strong regional focus on Aviation and Defence industries. Their policy tool aims at constantly involving stakeholders into policy framing, creating medium-term strategies, identifying business and scientific fields of excellence, and developing cooperation projects.

Piedmont

The Piemonte region in Italy focuses on establishing advanced materials as key enabling technology across a wide range of industries. Promoting advanced materials as a cross-sectional element of different production processes would boost innovation potential.

Aquitaine

The Aquitaine region (France) focuses on the field of chemistry for developing the competitiveness of the advanced materials. Their aim is to check whether their strategy is sound in terms of creating an innovation ecosystem, industrializing businesses, and demonstrating the cross-cutting capacity with other specialization areas.

Denmark

Denmark pursues its own Cluster and Network Strategy. This strategy is an attempt to integrate innovation networks at both the national and regional levels, thus creating an effective framework for knowledge sharing and growth in the networks while optimizing the delegation and coordination of tasks among the involved public bodies.

Lithuania
Lithuania presents its Innovoucher LT policy instrument. The aim of the instrument is to encourage business-science cooperation by providing SMEs with a voucher to perform R&D activities with research institutions. Innovouchers are one of the supportive services in the field of Lithuanian advanced materials sector.

Project “cb-cert” has started

In collaboration with our partner cbprocess, Bremen the project cb-cert has kicked off on 15th July 2015. This development project is actively supported by AIRBUS DS in Bremen. This innovation oriented collaboration is funded by WFB Business Development Agency Bremen in the framework of the FEI programme and will take 24 months.

cb-cert intends to develop a software framework supporting the coherent management and audits according to ISO9001:2015 and ISO/IEC 15504 innoSPICE. The focus is on improving the collaboration quality between heterogeneous partner organizations for innovation activities (on technical level as well as on the economical level). The solution will be piloted in the context of EcoMat – Center for Eco-efficient Materials and Technologies Bremen and will be extended to other large corporations in the second phase of the project.

An increasing global competition leads to a growing cost pressure. It also increases the need to coordinate processes systematically in research and development, manufacturing, distribution, service and logistics. Furthermore a certified, process-oriented quality assurance is a relevant component of many organizations’ business strategy. For some manufacturer, supplier and international acting companies a quality certification is even
mandatory. A fast, reliable and up-to-date communication flow between all stakeholders is essential to strengthen the competitive position of an organization. cb-cert provides a solution that allows links between different processes, documents and data with a high precision.

cb-cert will:

  • make the new ISO 9001:2015 and ISO/IEC 15504 innoSPICE available in electronic form to support assessment, and process oriented quality management;
  • support the process oriented approach with flexible visualizations, cross linking between processes/base practices/process documentation/process capability assessments/process mapping etc;
  • ensure compatibility between different management systems and standard software suites. Products like MS Powerpoint, MS Sharepoint, SAP or the support of proprietary solutions via smart tags will be supported;
  • ensure appropriate integration of process relevant documentation;
  • support management oriented thinking by adopting Plan-Do-Check-Act-Cycles during process implementation.

ISO 9001:2015 and ISO/IEC 15504 innoSPICE are supposed to be synergetic components of quality management is expected to ensure a high degree of independence even in very close cooperation settings. On the other hand it will support the transfer of knowledge and technologies on a high quality level.
