Technology transfer and innovation in Tunisian research centers- Measures for capacity building.

Goals of the project

The public research organisations in Tunisia are keen to improve their cooperation structures with companies. The engagement in the field of education, science and economy will be provided with sufficient incentives through the confluence of the TRIFOLD project. The roles and responsibilities within the facilities for the transfer of technologies are going to be intensified. In addition to a high qualification requirement for professionalized technology transfer and organizational challenges, the research centers (RC) have been addressed by numerous of structural challenges of their continuously contribution to socio-economic value creation through F&E and the development of the national innovation system.

Objectives of international cooperation

The overarching objective of the TRIFOLD project is to discern six selected Tunisian RC, to recognize their own abilities in the national innovation ecosystem (both human and organizational), to question and plan the necessary steps for their own improvement and get on to implement them. This project plans the development and realization of capacity development measures for the transfer of research results to establish sustainable social and economic value. Thereby, the focus will be on the internal change processes of the research centers, also in the context of support structures such as technology parks. TRIFOLD addresses the individual level (professionalization of utilization activities), the organizational level (improvement of processes and structures of the RC to create an economic and social advantage) as well as the system level (coordinate between the research centers and the supporting structures). The TRIFOLD project is partially based on the EU co-operation project FETRIC (http://www.fetric.eu) where the operational framework among others has been the implementation of self-evaluation workshops with three Tunisian research centers including initial suggestions for the optimization of their organizational structures worked out by the workshop participants.

Partners in the cooperative learning

To limit the group of beneficiaries, the project is going to stay focused to the centers that are in an active cooperation with the national technology parks which are assigned to the Tunisian Ministry of Higher Education and Research (http://www.fetric.eu/en/partners/6-mhesr-tunisia.html).

The six Partner institutions are the following:

  • CERTEn – Centre de Recherches et des Technologies de l’Energy
  • CBS – Centre de Biotechnologie de Sfax
  • CBBC – Centre de Biotechnologie de Borj Cédria
  • IPT – Institut Pasteur Tunis
  • IRA Médenine – Institut des Régions Arides

The project is implemented in close consultation with the involved ministries (MESRS and BMBF). The planned activities will be used the currently existing potential of scientific facilities in domains, that tackle the strategic objectives of the Tunisian innovation system. The planned work is moreover contributing to the Africa-strategy of BMBF.
